APS, uni-assist, blocked account: the paperwork chain

The individual steps of a German university application are well documented. What is rarely spelled out is that they are a dependency chain: several steps cannot start until an earlier one finishes, and two of them take months rather than weeks.

Working out that chain backwards from your intended start date is the single most useful hour you will spend.

Step 1 — APS certificate, if your country requires it

Applicants from a number of countries, including India, China, Vietnam, and Pakistan, must obtain an APS certificate verifying their academic documents before a visa can be issued. Some universities also require it at application time.

Processing takes weeks to months depending on the office and season. It has no dependency on anything else, which makes it the very first thing to start — and the most common cause of a missed intake when it is left until admission arrives.

Step 2 — uni-assist evaluation

Many German universities route international applications through uni-assist, which checks and converts your qualifications before the university sees them. Allow four to six weeks on top of the application deadline, and note that the fee is charged per application.

The deadline that matters is uni-assist’s, not the university’s — documents must reach them early enough to be evaluated before the university’s cut-off.

Step 3 — application and admission

  • Winter semester (October start, the main intake): applications generally run from May to 15 July, with many master’s programmes closing earlier in spring.
  • Summer semester (April start): applications typically close on 15 January.
  • Apply to a spread of programmes, not only the most selective ones. Admission is the trigger for every remaining step, and a single rejection can cost you an entire semester.

Step 4 — blocked account

You can open a blocked account before admission, and if funds are the tight part of your plan, you should. Transferring and confirming the full €11,904 takes time, and the confirmation is required for the visa appointment.

Step 5 — visa appointment

This is where timelines break. In high-demand countries, appointment slots at German missions can be two to three months out, and the slot must come after you hold both admission and blocked-account confirmation.

Book the moment you are eligible. Waiting until documents are perfectly assembled routinely costs more time than any missing document would have.

Working the chain backwards

  • October start → visa appointment by June/July → blocked account confirmed by May/June → admission by May → application by the uni-assist deadline in spring → APS started the previous autumn.
  • The two long poles are APS and the visa appointment. Everything else is faster than people fear; those two are slower.

Deadlines and processing times vary by university, country, and season — verify each one against the official source for your case. Premium members get this chain mapped to their own dates by a counsellor.
