Getting your documents attested in Pakistan for a German student visa
Every German student visa rests on documents a consular officer is willing to trust. What changes from one country to the next is *how* that trust gets established — and Pakistan takes an unusual route, unusual enough that guidance written for a general audience will send you to the wrong counter.
This guide covers the chain as it applies in Pakistan: verification by the board or university that issued your documents, attestation by IBCC or HEC, and legalisation at MOFA — and, just as important, what the consulate’s published visa checklist does and does not ask for.
Why an apostille does not work for Germany
Pakistan acceded to the Hague Apostille Convention, which entered into force on 9 March 2023, and MOFA has issued apostilles ever since. It is entirely reasonable to assume that settles the question of legalising documents for abroad.
For Germany, it does not. Under Article 12 of the convention, an existing member state may object to a new country joining, and the convention then never enters into force between those two countries. Germany lodged that objection on 24 October 2022 — as did Austria, the Czech Republic, Denmark, Finland, Greece, the Netherlands and Poland.
This is not a technicality you can work around. Germany does not appear on MOFA’s own published list of countries that accept a Pakistani apostille. If you present one to the German mission, you have bought the wrong document.
And the embassy cannot legalise them either
The German mission in Pakistan states plainly that documents issued by Pakistani authorities cannot be attested or legalised by it. So both of the routes an applicant would normally reach for are closed at once, which is why German universities lean on Pakistan’s own attestation chain — your board, IBCC or HEC, then MOFA — rather than on anything the mission can stamp.
One service the mission does offer, and which is easy to miss: certified copies of school and university credentials for the purpose of applying to a German university, free of charge where you can show you intend to study in Germany.
Who does what
Five bodies touch your file, each confirming something the next one refuses to take on trust. Knowing what each is actually certifying makes the sequence obvious rather than arbitrary.
- Your board or university — confirms the certificate is genuinely one it issued. Everything downstream depends on this and nothing can substitute for it.
- IBCC (Inter Boards Coordination Commission) — attests school-level documents: SSC/HSSC certificates and mark sheets, DAE diplomas, school leaving certificates, and grade 9 and 11 transcripts. It also issues equivalence for foreign school qualifications.
- HEC (Higher Education Commission) — attests university-level documents: bachelor’s and master’s degrees and their transcripts. IBCC does not do degrees, and HEC does not do Matric or FSc.
- MOFA (Ministry of Foreign Affairs) — verifies that the IBCC or HEC stamp above it is authentic. It checks the stamp, not the education.
- Your university, or uni-assist acting for it — sets its own rules on certified and authenticated copies. This is where the attested documents are actually used, and the requirements vary by institution.
Step 1 — verification by the body that issued the document
IBCC will not attest a certificate that the issuing board has not verified first, so this is genuinely the first step and not a formality you can run in parallel. Apply to your own BISE — the board that awarded your Matric and Intermediate — for verification of the originals.
For degrees, the equivalent step is your university issuing the degree and transcripts in the form HEC will accept, which for many universities means a sealed and signed set rather than loose photocopies.
Remove any lamination before you start. IBCC will not accept laminated documents, and getting lamination off a certificate without damaging it is far harder than never applying it.
Step 2 — IBCC for school certificates, HEC for degrees
This is where the two tracks split, and applicants regularly queue at the wrong one. Which body you need is decided by the level of the document, not by the level you are applying to study at.
- Matric and FSc/HSSC certificates and mark sheets go to IBCC, after board verification.
- Bachelor’s and master’s degrees and transcripts go to HEC.
- A 13th-year or bridging qualification, and any schooling completed outside Pakistan, needs an IBCC equivalence certificate before it can be attested at all.
- Medical degrees need attestation from the Ministry of National Health Services in addition to HEC.
- IBCC does not attest documents from private institutions that are not affiliated with a recognised board, nor migration certificates.
Both bodies run online portals with appointment, courier and same-day express options, and both charge per document — so the cost scales with how many certificates and mark sheets you put through. Check the current fee on the official portal rather than relying on a figure quoted in a forum post.
Step 3 — MOFA
MOFA is the step that gives the Pakistani stamps international standing. It will not look at a document that has not already been through IBCC or HEC, because what it verifies is the authenticity of that prior stamp.
Note carefully what you are asking MOFA for. Because Germany objected to Pakistan’s accession, the apostille counter is not the one you want for a German file — you want ordinary attestation. If a service agent offers to "apostille everything for Germany", that agent does not know the rule.
Step 4 — what the visa checklist actually asks for
Here the published record and the advice circulating online part company, so go by the record. The checklist published by the German Consulate General Karachi for student and language-course visas lists eighteen items, and it asks for copies of your O-level and A-level certificates and grade sheets, and of any previous university grade sheets or degrees. It does not ask for IBCC, HEC or MOFA attestation, and it does not mention APS.
Many consultancy sites state that an APS certificate is mandatory for Pakistani applicants. It is not on the Karachi checklist, and uni-assist’s own glossary describes the APS as existing in China, Vietnam and India. Treat any claim that you must budget several months for APS as something to confirm with the mission handling your province before you act on it.
So why attest at all? Because the visa file and the university application are different things. The consulate asks for copies; a German university, or uni-assist acting for it, sets its own rules on certified and authenticated documents. The attestation chain above is what makes your certificates usable for admission — which has to happen before you have the admission letter the visa file requires as item eight.
The sequence is the hard part
None of these steps is individually difficult. What catches people is that each one refuses to begin until the previous one has finished, so the delays add rather than overlap.
- Board verification must finish before IBCC will attest.
- IBCC or HEC attestation must be on the document before MOFA will look at it.
- Admission has to be settled before the visa file can be assembled — the admission letter is item eight on the consulate’s checklist.
Work backwards from your intended intake rather than forwards from today, and start the chain while your university applications are still in progress rather than after an offer arrives.
Where Pakistani applications go wrong
- Buying an apostille for Germany. The single most expensive mistake in this article, because it looks like progress and produces a document the mission cannot use.
- Laminated certificates. A protective gesture that stops the chain at the first step.
- Acting on unverified APS advice. It is not on the Karachi visa checklist; confirm with your mission before paying for or scheduling anything.
- Name mismatches. The spelling on your Matric certificate, your degree, your passport and your university application must agree. A middle name present on one and absent on another is enough to cause a query.
- Assuming the embassy can attest Pakistani documents. It cannot, and asking it to costs you weeks.
- Starting after admission. By then the chain is competing with your visa appointment for the same calendar.
Attestation requirements, fees and processing times are set by Pakistani authorities and by the German mission, and all of them change. Confirm each step against the official source — your board, IBCC, HEC, MOFA, and the checklist published by the German mission for your province — before you pay for anything or book travel to a counter.
If you would rather not work out the sequence alone, that is what our counsellors are for — and the earlier in the process you ask, the more of the timeline is still yours to control.
