Assembling the German student visa file in Pakistan

A German student visa file from Pakistan is not assessed the way an application is assessed anywhere else in this process. Before anyone reads your motivation letter, the file is checked for completeness and order — and a file that fails that check is handed back without an appointment being given at all.

The mission publishes exactly what it wants. This guide follows that published checklist item by item, in the order it states, and flags the places where applicants most often lose weeks.

First: which post handles your file

Pakistan is split between two German posts, and they are not interchangeable. Applying to the wrong one costs you the whole cycle.

  • Embassy Islamabad — for residents of the Islamabad Capital Territory, Gilgit-Baltistan, Khyber Pakhtunkhwa, Azad Jammu & Kashmir, and Punjab.
  • Consulate General Karachi — for permanent residents of Sindh and Balochistan only.

The Consulate General states this plainly, and adds a warning worth quoting: persons found being disingenuous about their actual place of residence will have their applications refused, and may face criminal prosecution if found to be providing fake or forged documents. Do not "move" your address to reach a post with shorter queues.

Applications now run through the digital Consular Services Portal. The mission notes that demand still exceeds capacity even with the portal in place, so the queue is real and planning around it is your job, not theirs.

The eighteen items, in the order they are asked for

This is the published order. Sorting your paperwork any other way is one of the reasons files come back.

  • Application form — "Application for a national visa".
  • Biometric picture.
  • Declaration pursuant to Section 54 (2) Nr. 8.
  • Applicant’s declaration pursuant to Section 55 (2) 1.
  • Copies of pages 1 and 2 of your current passport.
  • Copies of any previous visas you have held.
  • Information sheet for intending students.
  • Admission letter(s).
  • Confirmation letter for the blocked account, for the amount the checklist names — €10,236 on the current Karachi checklist.
  • Curriculum vitae.
  • Motivation letter.
  • Copies of the O-level exam degree and grade sheet.
  • Copies of the A-level exam degree and grade sheet, if applicable.
  • Copies of the grade sheet and/or degree(s) of any previous university studies, if applicable.
  • Copy of IELTS (or similar) and/or Goethe language certificates.
  • Copies of the refusal letters for any previous visas from any embassy or consulate, if applicable.
  • If the university or course charges a fee: proof of sufficient financial means to pay it.
  • Any further documentation you wish to provide.

Note item sixteen. Previous refusals must be disclosed, from any embassy, not only Germany. Omitting a refusal that the mission can see is far more damaging than the refusal itself.

The mechanics people get wrong

  • Two complete sets of all paperwork. Not one, not one-and-a-photocopy.
  • One sealed envelope, deposited in the book provided at the gate — this is a drop-off, not a counter appointment.
  • Do not enclose your original passport, and do not enclose any fee. You bring both when you are given an interview date.
  • Residents of Sindh and Balochistan who do not live in Karachi may post the paperwork to the Consulate General instead of travelling to deposit it.

And the consequence, in the mission’s own words: persons depositing incomplete applications will not receive an appointment. They are asked to collect their paperwork and re-submit. That is not a small delay — you rejoin the queue.

Check the blocked-account figure before you fund it

The Consulate General Karachi checklist states the figure plainly: a confirmation letter for the blocked account with an amount of €10,236. That is the number the post publishes for the files it accepts, and it is the number to fund against.

Two cautions. The federal living-cost rate is set separately by the Auswärtiges Amt and revised periodically, so a published checklist and the federal figure will not always agree — if you see a higher number quoted elsewhere, ask the post before you assume it is wrong. And funding below whatever figure applies produces a confirmation letter for the wrong amount, and the file fails on financing even though the money is real.

Read the figure off the current checklist yourself before transferring — it is published as a PDF on the mission’s site: Checklist of required documents for student and language course visas. Then add the provider’s recommended buffer on top, because intermediary bank charges are deducted in transit and an account that lands even a few euros short is treated as underfunded.

After you deposit the envelope

You are given an appointment date at the earliest available time according to availability, and you are told by email. The mission asks applicants specifically not to enquire by mail or phone about the date.

Two practical consequences. Give an email address you actually monitor and will still control in six months — not a university address that expires, and not one you share. And check the spam folder; a missed appointment mail is indistinguishable from never being scheduled.

Where Pakistani files usually go wrong

  • Wrong post. Sindh and Balochistan residents applying to Islamabad, or the reverse. The file is not forwarded.
  • Out of order, or one set. Mechanical, avoidable, and it stops the file before anyone reads it.
  • An undisclosed previous refusal. Item sixteen exists for a reason.
  • Funding to a figure from a forum. Take it from the consulate’s own checklist, and confirm with the post if another source quotes something higher.
  • Starting the file before the admission letter exists. Item eight is not optional, and university deadlines and visa queues run on different calendars.
  • Name spellings that differ between passport, school certificates, degree and admission letter. Every document has to describe the same person.

Give the queue the respect it deserves

The mission says openly that demand exceeds capacity. That is the single most useful sentence on its website, because it tells you the timeline is not yours to control — only your readiness is.

Work backwards from your intake date, not forwards from today, and treat every step that has a queue — the blocked account, the appointment, any academic verification your university requires — as running in parallel rather than in sequence wherever the rules allow.

Every item above is taken from the checklist published by the German mission in Pakistan. Checklists are revised, and the blocked-account figure in particular changes. Confirm the current version against the Embassy Islamabad or Consulate General Karachi page for your province before you assemble anything or transfer money.

If you would rather have the file checked before you deposit it, that is what our counsellors do — and the useful moment to ask is before the envelope is sealed, not after it comes back.
